The
Department of Legislative Drafting is responsible for the drafting of Bills and
Subsidiary Legislation and preparation of legislative programmes for
Parliamentary Sessions in accordance with submissions from line Ministries. The
department also provide legal opinions to Ministries/Institutions and Boards of
Statutory Bodies. It also provides legal advice to Parliamentary Committees on
proposed legislation before enactment of the laws.
The Department performs the following specific functions:
a) Preparation of legislative programmes for Parliamentary sessions in line with ministerial submissions;
b) Preparation of Draft Cabinet Memoranda on Legislation;
c) Provision of technical assistance on Draft Cabinet Memoranda on Legislation;
d) Drafting Bills and Subsidiary Legislation;
e) Rendering legal opinions on the interpretation of statutes and constitutional matters;
f) Provision of legal advice to various committees and councils established under various Acts of Parliament; and
g) Domestication of International Agreements and Treaties for operationalisation.
