The
Department of International Law and Agreements is responsible for facilitating
domestication of International Agreements, Protocols, Treaties and Conventions.
It is also responsible for managing International Human Rights issues in
accordance with the Ratification of International Agreements Act, of 2016.
The Department shall be responsible for the following functions:
a) Facilitating, coordinating, monitoring and evaluating initiatives relating to good governance in Zambia;
b) Coordinating the implementation of the Africa Peer Review Mechanism (APRM);
c) Coordinating the formulation and review of policies and legislation;
d) Coordinating the development of strategic plans, preparation of budgets, and work planning for the Ministry and sector plans;
e) Coordinating the engagement and implementation of Technical Cooperation;
f) Coordinating Parliamentary and Cabinet Business;
g) Coordinating research on topical and emerging issues in order to inform policy and decision making;
h) Mainstreaming gender, climate change and other cross-cutting issues in Ministerial policies and programmes;
i) Undertaking evaluations of policies, projects, programmes and sector plans;
j) Updating the Management Information Systems in order to support policy analysis, performance assessment and decision making;
k) Facilitating and coordinating the implementation and monitoring of sector programmes and activities in National Development Plans;
l) Coordinating production of Ministerial quarterly and annual progress Reports, Human Rights and Governance Reports; and
m) Disseminating Governance information to government and stakeholders for informed decision making and planning for the sector.
