Civil Litigation and Debt Collection
The Department of Civil Litigation and Debt Collection is headed by the Chief State Advocate who is assisted by other practicing and non-practicing lawyers. The mandate of the Department The Department exists to represent the State in accordance with section 12 of the State Proceedings Act, Chapter 71 of the Laws of Zambia. The core functions of the Department in the delivery of justice and legal representations are as follows: a) To institute civil proceedings on behalf of the State; b) To defend civil proceedings against the State; c) Rendering legal advice on numerous civil matters to Government Ministries and departments; and d) Collection of debts owed to Government from private companies and individuals. Civil Litigation Section: This section provides effective and efficient legal services to Government Ministries and departments in order to safeguard state interests. It also provides legal representation to Government and its Ministries in Civil Courts of Law and Tribunals. Debt Collection Section: The Debt Collection section collects debt on behalf of Government Ministries or departments from individuals or institutions in order to safeguard Government funds. Clientele The main clients of the department are the General Public, Bereaved families, families and relatives of Mentally Challenged Persons, Persons declared Bankrupt, Creditors and Ex-Employee of Liquidated Companies and companies in Receivership
