The Ministry of Justice (MoJ) is responsible for facilitating the administration of justice and promoting the observance of the rule of law in the country.
Mulilo Kabesha, State Counsel, w as appointed to the office of Attorney General on 27th September 2021. He holds a Bachelor’s Degree in Law (LLB) from the University of Zambia. Prior to his appointment, he worked as Managing partner, at Kabesha and Company, running a general practice wi th a bias towards criminal law whose main duties were to conduct legal work comprising litigation, conveyancing, commercial transactions and consultancy.

Commission. Before h is appointment, he worked at Central Province Co -operative Union as Legal Counsel/Board Secretary in charge of Legal Department responsible for Litigation and representing the organization in civil and criminal matters as well as providing secretarial services. State Counsel,Mulilo Kabesha, is a former Convenor for the Legal Practitioners Committee of the Law Association of Zambia. He is also former Chairman for Legal sub -Committee for Central Province Chambers. He also held the position of Vice Chairman for Access to Justice in Central Province. State Counsel, Mulilo Kabesha,trained in Construction Law and Negotiations at IDLY, in Rome, Italy. He is also a trained Mediator and AssociateArbitrator.In his initial years in the profession, State Counsel , Mulilo Kabesha, worked as a Legal Aid Counsel, and as a Corporation Counsel under the Legal Services Corporation in the Ministry of Legal Affairs where he rendered Legal
Advice to Government, Parastatal Bodies. State Counsel, Mulilo Kabesha, is former President of Kabwe Chamber of Commerce and Industry and former Chairman for Co -operative Bank of Zambia.
Mr. Marshal Mubambe Muchende SC, is an advocate with more than fifteen years’ experience in the practice of law. He possesses extensive experience in civil law, commercial transactions, corporate law, mining and environmental matters.
He holds a Master of Laws Degree in Commercial and Corporate Law (LLM) from the University of Lusaka, Zambia, a Bachelor of Laws Degree (LLB) from the University of Zambia. Mr. Muchende is Member of the Inner Bar in the Republic of Zambia having been conferred with Silk and prestigious status of State Counsel on 19th July, 2022. He appears in several judgments in the Apex Courts of the Republic of Zambia including the Supreme Court and the Constitutional Court. He also represents the Republic of Zambia in Courts and Arbitration Tribunals across the World.
Mr. Muchende prides himself with the landmark judgment of Zambia which struck down section 67 of the Penal Code which prohibited and criminalised “false news” publication.
Prior to his appointment as Solicitor-General on 28th September, 2021, Mr. Muchende was Managing Partner at M Associates, a law firm he founded in 2009. He started his legal career as an Advocate at Dindi and Company in 2008.
Mr. Muchende has worked in both public and private institutions. His first appointment in Government was in 1994, when he served at the Ministry of Lands as Executive Officer in the Lands and Deeds Registry and Legal Officer respectively.
Mrs. Mwenya Kaela Bwalya has extensive experience in leadership and management having held senior management positions of Deputy Chief Parliamentary Counsel and Chief Parliamentary Counsel at the Ministry of Justice prior to her appointment as Permanent Secretary (Legal). She was also the Board Secretary and Director of Legal Services at the Energy Regulation Board. She has worked in various Government institutions including the Legal Aid Board, National Prosecution Authority and the Ministry of Foreign Affairs and International Cooperation.Mrs. Bwalya has served on several Boards such as the Road Transport and Safety Agency, National Health Research Authority, Lands Tribunal, Ratings Tribunal and Medical Stores Limited. Mrs. Bwalya, who is a legal practitioner of over 21 years standing and an Associate Member of the Chartered Institute of Arbitrators, holds a Bachelor of Laws Degree from the University of Zambia, Master’s Degree in Energy Law and Policy from the University of Dundee, Scotland and a Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education
