Prison Audit Report
Zambia has a population of close to 20 million people. Of these, 26 150 are inmates in prisons
and correctional centres (hereafter all referred to as correctional centres) as of May 2023.
There are 87 correctional centres nationwide: 52 are conventional correctional centres, 33
are open-air correctional farms and two are maximum security prisons. The holding capacity
of Zambia’s correctional centres is currently at 9 150 inmates, against a total population
estimate of 26 150 inmates. Thus, the centres are overpopulated by a near three folds (286%).
The effects of this congestion include violation of the inmates’ human rights, violation of
national and international standards for inmates, inadequate and over stretched physical
infrastructure, poor hygiene and health conditions, poor and inadequate provision of services
such as skills development and recreation.
